Judge Waggoner believes prevention and guidance are far more effective than punishment and wants to help families find solutions before problems grow.

Strengthen coordination between law enforcement, EMS, and mental-health professionals to ensure those in crisis receive appropriate care while maintaining public safety. Judge Waggoner supports a unified approach that connects individuals to resources and treatment instead of allowing repeat encounters with the justice system.
MODERNIZING AND STREAMLINING THE JP COURT
Make the court more efficient, digital-friendly, and accessible for Montgomery County residents. Expand online services, reduce backlogs and wait times, and improve communication so residents can resolve matters quickly and fairly. Judge Waggoner is committed to using innovation to create a court that is responsive, transparent, and easy for the public to navigate.
MEET
JUDGE WILLIAM WAGGONER
"I am committed to building a safer, stronger, and more compassionate community"
Born and raised in Conroe, Texas, Judge William Waggoner has spent his life in service to his country, his community, and his family. A proud graduate of Conroe High School, Judge Waggoner answered the call to serve immediately after graduation, joining the United States Marine Corps in 2009. He served honorably with the 1st Battalion, 5th Marines, completing two combat deployments to Afghanistan and one deployment to the Pacific with the 31st Marine Expeditionary Unit.
After his military service, Judge Waggoner continued his education at Texas A&M University and later joined the U.S. Army as a medic. There, he led and trained emergency medical teams at Brooke Army Medical Center’s Level 1 Trauma Center and served overseas in South Korea. His time in uniform instilled in him the discipline, leadership, and sense of duty that continue to guide his public service today.
In 2022, the people of Conroe elected Judge Waggoner as Municipal Judge, where he has earned a reputation for fairness, accountability, and integrity. On the bench, he has worked to strengthen public trust in the justice system and ensure that every individual who appears before his court is treated with respect and impartiality.
Today, Judge Waggoner continues to serve in the U.S. Army Reserves while remaining active in civic and community leadership throughout Montgomery County. Above all, he is a devoted father to three daughters and is committed to building a safer, stronger, and more compassionate community for the next generation.
